Obey the Governing Authorities (Romans 13; 1 Peter 2:13)
The
state does not have a universal claim on believers. We submit to the
state for the Lord's sake - to silence foolish talk as it says in 1
Peter 2:13. The state does not have any inherent right to our obedience.
The state does have the right to define property rights but not to
define human rights Mark 12:17. The foundation of things like civil
disobedience are not precluded by Romans 13. e.g. Acts 5:29.
